To put it simply, DOT/non-DOT drug test requirements come down to whether the employee or owner-operator has job duties that fall under the jurisdiction of the DOT or not. Office personnel, for example, are not subject to the same random testing requirements as drivers, and only test results of DOT employees are submitted to the DOT Clearinghouse.
Positive drug tests account for more than 8 out of every 10 violations reported through the DOT Clearinghouse. DOT drug screens focus on five classes of drugs — marijuana, cocaine, opiates, amphetamines and methamphetamines, and PCP.
DOT/non-DOT drug test requirements also differentiate by employer discretion. While employers have no say in whether their drivers submit to DOT drug and alcohol tests, non-DOT drug tests are discretionary except in cases of OSHA-reportable incidents of work-related injuries or illnesses. The most common instances of non-DOT drug tests are pre-employment, reasonable suspicion, and post-accident.
