Owner-operators benefit from Wisconsin Drug Testing Consortium’s services
Companies and owner-operators that fall under DOT and Federal Motor Carrier Safety Administration (FMCSA) regulations rely on drug testing consortiums to handle many of the administrative duties required to remain compliant. Wisconsin Drug Testing Consortium (WDTC) manages the random DOT testing programs for multiple employers and owner-operators in its role as one of northeast Wisconsin’s trusted drug testing consortiums.
Drug testing consortiums such as WDTC manage all or part of the DOT-mandated drug and alcohol testing program, including the maintenance of required testing records. In the case of owner-operators and employers with a single driver, WDTC can perform a variety of employer functions with regard to DOT testing and understanding DOT drug testing cutoff levels.
Drug testing consortiums do not relieve employers of responsibility
Certified Third Party Administrators (C-TPAs) such as WDTC are responsible for knowing a litany of DOT regulations, including which tasks they may perform for an employer. However, employers are ultimately responsible for any errors resulting in civil penalty actions for noncompliance.
C-TPAs are afforded exceptions regarding owner-operators and other self-employed individuals in their role in administering drug testing consortiums. These exceptions include:
- The transmission of substance abuse professional reports;
- Reasonable suspicion, post-accident, return-to-duty, and follow-up testing;
- Driver refusals for owner-operators and other self-employed individuals who fail to test after being schedule and notified.
