WDTC’s role as a drug-testing consortium is to manage all or part of our customers’ DOT-mandated drug and alcohol testing program. Maintenance of required testing records is another valuable role we provide that contributes to more affordable drug testing costs.

Affordable drug testing does not alleviate employers of responsibility
WDTC has built a reputation as a trusted expert in DOT regulations and a leader among consortiums offering affordable drug testing services. However, employers are still responsible for any errors resulting in civil penalty actions for noncompliance.
C-TPAs such as WDTC are allowed exceptions regarding owner-operators and other self-employed individuals in our role in administering drug testing consortiums. These exceptions include:
- The transmission of substance abuse professional reports
- Reasonable suspicion, post-accident, return-to-duty, and follow-up testing
- Driver refusals for owner-operators and other self-employed individuals who fail to test after being schedule and notified
